Wendover was a borough by prescription, but it never attained to any degree of self-government, and always remained in the hands of the Lord of the Manor. There is no trace of a borough in the entry in Domesday Book, but there are distinct traces of a local dyeing and fulling industry in the early 13th century, and it is possible that burgage tenure may have been granted by the lord about this time, especially as Wendover, from its position at the mouth of one of the gaps in the Chilterns, was favourably situated for a market town. The borough was first mentioned in 1227 or 1228, when it made presentments at the assizes separately from the rest of Aylesbury Hundred. In the reign of Edward 1 the tenants of the borough all held burgage tenure, some of them having shops as well as burgages, and in 1461 John Barker held certain land according to the custom of the borough. A 13th century extent gives 121 burgages, 76 of which paid a rent of 18d, the remainder varying between that sum and 5s. The borough consisted of an area of 30 to 40 acres of land. Land for 26 ploughs; in lordship 3 ploughs. 26 villagers with 6 smallholders have 17 ploughs; a further 6 possible. 2 mills at 10s; meadow for 3 ploughs; from the remainder, 20s; woodland, 2,000 pigs. In total value it pays £38 a year, assayed and weighed; before 1066 it paid £25 at face value. In this manor are 2 Freemen who hold 1 1/2 hides; they did not lie there before 1066.
Leofwin [of Nuneham] holds 1/2 hide in 'Wanden' from the King. Land for 1 plough; 1/2 there; [another] 1/2 possible. 1 smallholder. Woodland, 30 pigs, and it pays 10s. The value is and always was 10s. He also held before 1066; he could sell. Ralph put this land in Wendover; but it was not there before 1066.
In Wendover 3 men held 1 hide from the King. Land for 1 plough; it is there, with 1 smallholder. The value is and was 20s; before 1066, 40s. They held it themselves before 1066; they could sell. Now they are in the King's revenue in Wendover, where they were not before 1066 (B5).

Wendover was a royal manor until 1151. In 1227 it was represented as a borough and vill by its own jury at the eyre. In 1307, 1315, and 1322 it was taxed at the urban rate as a borough; taxed as a vill in 1316, 1319, 1332, 1334 and 1336 (B7).
